This is Not what the OP is asking. They have'nt even sent the 129-F Petition yet. The replies are looking far ahead and down the road.

The letter of Intent is to be sent with the 129-F to the Dallas location. And thats the start. There is NO Embassy involved at this time. It goes to USCIS in Texas first for approval of a NOA1.

Tell me where it says to send a Letter of Intent before approved for a NOA1 to an Embassy? Thats what I mean. The OP has not even started yet.

Tell me where it says to send a Letter of Intent while waiting for a NOA2 ?

This is sent with the Original Petition to the Dallas location for approval and beggining.

Not to an Embassy.

These Documents come much later down the road.

but that is what the Op was asking. what address to put on the document, not where to send the document.

I am working on my I-129F for a K-1 Fiancee Visa, initial request.

On the Fiancée Letter of Intent to marry.

First section is beneficiary's address: this is easy, her full name and address.

Second section is USCIS service center address: Here I used the following:

United States Department of Homeland Security

U.S. Citizenship and Immigration Services

P.O. Box 660151

Dallas, TX 75266

Third section is embassy address, she lives in Cebu City, so I used the following:

United States Department of State

United States Consulate, Cebu City, Cebu, Philippines

Ground Level, Waterfront Hotel

Salinas Drive

Lahug, Cebu City

Philippines 6000

1) My question is more about section 3, is the Cebu Consulate correct? Or should it list the Manila Embassy?

2) Is section 2 correct, or did I perform my search incorrectly?

I got the above info from searching the US immigrations web site.

When sending the letters of intent with the I-129F, no consulate address should be listed on them. The example letter says to put the USCIS address when sending in with the petition, OR the consulate address when making a new letter of intent for when the beneficiary has their K-1 interview. The new letter of intent for the consulate interview will be months down the road after the I-129F petition is approved.

You do not even need to list the Dallas address on the letters of intent for the I-129F petition. An address on the letters is not a requirement.
