I started this thread last night but I see that it disappeared. I'll repost:

Back in May 2010 I filed a petition for my then-fiancee. After a month or so, I sent a letter to cancel that petition and received an email and a letter in the mail acknowledging that. I thought it was case-closed but I decided to re-read the email again and now I'm a bit concerned. Below I've pasted the email and I bolded the paragraph that concerns me. It seems to indicate that my case is still open and pending a decision. If so I think this will cause me a big problem if I try to file another petition, right? I also checked my case status online and the "Decision" circle is highlighted and it says the same thing as the email.

On August 10, 2010, we mailed a notice acknowledging withdrawal of this application or petition I129F PETITION FOR FIANCE(E). If at some point in the future you wish to pursue the benefits provided by this application or petition, you must file a new application along with all applicable fees and evidence.

During this step the formal decision (approved/denied) is written and the decision notice is mailed and/or emailed to the applicant/petitioner. You can use our current processing time to gauge when you can expect to receive a final decision.

The key is in the first paragraph. They have acknowledged withdrawl, there is no "decision" to be made, the rest is a boiler plate letter. The paragraph applying to you has already stated if you want these benefits you need to file a new petition.

Go for it!

If it makes you feel better, attach a copy of this email to your documents and explain it in the cover letter

Calling that number will only get your blood pressure up and frustrate you. Don't do it!

The paragraph you highlighted is a generic description of a status (Decision, in this case). It tells you that (as of current status), a decision was made on your application, meaning your withdrawal request was approved. Anyway, the first paragraph specifically indicates your application is withdrawn. No worries.
