Dubai gives a complimentary visa from emirates. Most emirates flights require an overnight or long layover. This is their effort to create revenue for Dubai. I stopped in Dubai overnight. Got my visa stamped and went to the hotel until the next day. No problem.

Also, this airport is huge. If her layover is just 4 hours, I recommend she stay in the airport. She will find plenty of shopping and things to occupy her time.

She does not need a transit visa as she will not be going outside the airport with a 4 hour layover. She will just be getting out of her DXB bound flight and moving to the gate for her JFK flight and will not be passing through any immigration.
