Yes you can travel on your tourist visa while the application is pending. You can always be denied entry at the POE, pending petition or not. Be prepared to show that your intention is to return home at the end of your visit. Have a copy of your petition, any NOA's or supporting documentation to show CBP (if they ask). Most people would say there is an increased risk if you are going to meet your USC spouse but it is possible to visit.
