F2B - unobtainable documents

Hi Guys

My Interview date is Sept 26 2011 in USE Manila.

I previously work in Kuwait for 1year and come back to Philippines to process my visa.

I received a letter indicating all the documents that they require before I go to interview.

Want to ask this, what is the below terms means?

the document they require is Kuwait Police Clearance and the status is:

X = The required document is unobtainable for this country per the Foreign Affairs

Manual.

Should I provide this clearance?

I know its too late to acquire this paper because based on the forum, it takes 5-10 weeks to process here (Phils)

unless I need to take it personally in Kuwait which is not my option to do.

Kindly clarify me with this

According to the Department of State reciprocity tables the police certificate in Kuwait can only be obtained in person. It cannot be obtained from abroad. The statement on your letter is apparently confirming that they realize the document is not obtainable, and they aren't going to make you go back to Kuwait to get it.

If the appointment letter already stated the document was unobtainable why would you bother? That means you can't get it and therefore you don't need it.

My priority date is March 2001 and its current on this month
