Can a case go into AP/AR if no 221g was issued?

1) DOS said that consulate is processing your case.

2) The Consulate replied saying

Thank you for your e-mail.

Your case should be completed early next week.

3) The CO had told my fiancee that "Your case is just visa processing" and asked if my fiancee intend to travel internationally or can my fiancee leave her passport at the Consulate.

So, my question is can a case go into AP/AR when no 221g was issued and the passport was kept at the Consulate.

Uggh, hate this blackhole uncertainty...

Yes happens a lot. The fact they kept the passport is a good sign but doesn't mean anything also.

ummmm,hate to burst your bubble but from the looks of it your fiancee is getting her visa soon because 1) the consulate is working on your case,sometimes means they really are and youre going to see results today 2) i have learned to trust the specific time that consulate gives beneficiaries and petitioners,if they said she will have it by next week,then she most likely will,unless something else will come up,during the AP period.

3) i dont agree with baron555, because consulates usually ask for a copy of the passport,all pages.

so they dont need your fiancee's passport with additional background checks or things of that sort.

on and all,youre freaking out for no reason

My Consulate's work week is Saturday through Wednesday and their this work week is almost over and no word yet.

I called up the DOS and a lady "You case is pending"..!!

I swear rocket science must be easier than this.....

I feel your frustration, because I am also in that situation too. My fiancée was interviewed on Aug 24 and the officer told her she will be on pending because they want to check something from her born country. She also told her it will be a matter of a phone call or an email. When I contact them after a week, they said she is on AP and it might take 4 weeks. As you said I don't understand why it took this long to make a phone call or shot an email. There is no other option than waiting.
