Green card Holder Bringing a Step child under 21

Timeline

I My mom Just got Her IR5 visa and I was wondering if he can file for my step brother who is under 21 as soon as she arrives the US or as soon as she gets her green card in the mail. Im alittle bt confused about the process, dont know if i should file for him since im a USC or my mom should file as soon as she gets her greencard, which will be quicker and whats the process like

She can file as soon as she enters the country - the stamp in her passport next to the immigrant visa makes it a temporary green card.
