Greetings fellow VJ members,

Ok so we filed our I-130 on May 26th (Priority date), I read somewhere that the next step is an 3032 where my spouse (The beneficiary) will pick her agent. Is this sent threw e-mail only? The reason I'm asking is that my wife is from Mindanao where our I-130 has her living, but now she is living in Cebu. I want to know if/when we can change her address. I'd rather wait until after the USCIS has passed the case on then change for visa center.

In her hometown she was living in very primative conditions, but in Cebu I have her in a place with internet and A/C and with her good friends. Also I'm a bit afraid of delivery in her hometown as there are no street numbers for delivery.

When you receive a case number from the NVC, the DS-3032 can be emailed to the NVC. This wiki explains how to do that.

July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

I just went through this - The hard copy of the DS-3032 is sent to the beneficiary in her home country, NVC will also send the petitioner an email (provided that's how they communicate), with the DS-3032, which you can print and have your beneficiary sign and mail back to the NVC. No need to wait until the hard copy gets delivered to Philippines. What you can't do is file electronically, as the Philippines isn't a country that has that capability yet. It must be sent through the mail, I just had my wife send it Fed-ex, it was 33 USD but it should arrive in 3-5 working days. 2 notes, I also took this opportunity to email them w/a request to keep all communications with me, the petitioner, using emails only, and 2, as soon as I sent that request, they sent me the bill for the AOS the same day.
