Can prior visa requests hurt?

Hi,

I am fairly new to this website. I filed a CR1 for my husband. He applied for a tourist visa within the last 2 years and was denied. We both wanted him to come to the US and visit me and my family before we got married. I think that his visa request was denied because he could not show strong ties with his country and especially coming from the middle east. That's just my guess.

I have a few questions and maybe someone can help me out.

1. Is a tourist visa considered an "immigration proceedings"? On the I-130, I answered "no" to this question because I did not think that a tourist visa would be considered to be an immigrant proceeding. After all, he just wanted to visit me and my family and was not trying to immigrate.

2. Since he was denied 2 tourist visas, can this hurt the CR1 visa application?

Due to the fact that he was not allowed to come to the US, I have made a couple of trips to Jordan to spend time with him and his family. We have plenty of proof of an ongoing relationship and marriage.

No

Refusal of a tourist visa in of itself has no bearing on a CR-1 petition.

July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

July 23, 2025:  Filed N-400 online

December 9, 2025:  N-400 interview

Completely agree with Ryan assuming there wasn't something else in his background that resulted in the denials--if it is just lack of string ties as you say, everything will be great--it takes extra time because of his country, but the process is very straightforward. Just follow all the directions even when you think they make no sense and everything will be good in the end.
