If the joint sponsor files taxes together with her husband, does the husband of the joint sponsor still needs to fill up another I-864?

it depends, do they need his income or with his wife's income alone is enough. If they need his income, then he will file the i864A as household member.

Yes, he needs to file I-864. And if the he is the only sponsor (not his wife/ husband), then he needs to submit his/ her W-2s along with IRS Tax Transcripts or submit the full Tax returns filed (every form that was filed).

If the spouse income of the sponsor also required, then the spouse needs to file I-864A

09/12/13 - Case transferred to CSC. NOA2 received on 09/18/13

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

My husband (the petitioner) plans to get his twin sister as a joint sponsor they are living on a different house, and the sister files tax w/ her husband, does my hubby's bro-in-law still needs a I-864? sorry I'm too slow to understand... =(

Ok, I will make it simple for you.

If your sister-inlaw's income is sufficient, then only she need to file I-864. She needs to enter her annual income in line 23. So If she uses IRS Tax transcripts (which has income of your sister-in-law and her husband), then she also needs to submit copies of her W-2s. If she is submitting the tax returns, then she needs to send copy of the full tax return filed.

If her income is not sufficient, and you need your sister-in-laws husband to join the sponsorship. Then his income can be added in item 24 b and he needs to then file I-864A.
