we have to turn in the passport, and it is to be returned later with the visa. But...we have a vacation planned in the U.S. Can we cross the border before the visa package is returned if the Canadian citizen has a Nexus card?

I know my Mom was driving to Buffalo to catch a flight to visit us, freaked out along the way realizing she totally forgot her passport! She ended up having her NEXUS card with her, crossed without a problem. I believe the CBP site mentions that you have a few options to cross, NEXUS is one of them. Good luck!

Yes, a Nexus card is considered one of the acceptable border crossing documents. If you did have the passport with the visa attached, it would be hit and miss anyway whether they would allow you to enter without 'activating' (yes, I know it isn't the correct word but it describes the situation appropriately) the visa on that visit, so the Nexus card is a good alternative if you don't want to enter on the Visa just yet.
