Green Card was lost in Mail. Stamped Temporary I-551?

It might be difficult to explain, but....as I said in another posting, many countries accept a US green card in lieu of a visa. For example, Switzerland allows most Latin Americans (and Mexico is one) travelers with a US green card as a "visa". Even when Schweiz is not in the Schengen area mind you and it would not be too hard to cross into Germany for example, without a visa! I am talking 1st hand experience here.

Exactly. US Permanent residents can travel to all or nearly all countries a US Citizen can without a visa, IF they present a US Green Card. However, the I-551 stamp is NOT a green card for THOSE purposes. It only substitutes for a green card for entering the USA or other inside the USA concerns. Other countries are NOT required and CANNOT BE REQUIRED to recognize the stamp.

That's the point though; why the CO if he was in good faith didn't let her go through the tourist visa option,which by the way seems to be the only one mentioned in the Russian embassy website?

That's something to take up with the Russians. They get to decide what is required for entry to their country.
