Honestly the IRS website (see above) does a good job of explaining this. If your outside the US for a certain period in a year you can file for the exclusion. If you are in the US for the tax year you may file for a credit.

Generally speaking, your first year in the US you'll probably be able to file the exclusion (though you need to check your total days)
