First of all, are you sending the initial package to USCIS or documents to the NVC?

If you are sending the initial I-130 package to USCIS, you only need to send a copy of your marriage certificate, since it the certificate is in Arabic, an English translation will need to accompany it. You only need to send a copy of your naturalization certificate.

You will also want to include plenty of evidence of your relationship/marriage with this package if it is an initial submission. i.e. Front load your petition.

Then it's a no on the petitioner passport and a no on the naturalization certificate.

That helps others know where you are at in the process.
