He wants to come the USA to do it. I am a US citizen. He contact the Immigration in canada and they told him he can go to the USA. However he is doubting because he is afraid that when he is returning to canada after his visit they might give him a hard time once he get to the boarder. Did they give him any document which proves he has permanent resident status or that his status is pending? Stamp his passport?

You might try asking on one of these boards:

Loon Lounge

Road to Canada

To be perfectly honest, he's probably going to have a really hard time entering the US. He should use a land border so he doesn't waste money on airfare should he be turned away.

If you're a US citizen - you could come visit him in Canada. Perhaps that would avoid having to worry about him not being allow3ed into teh US or not being allowed back into Canada.
