Can you be living overseas for example like in the Philippines, get married there, and still submit an I-130? Or do you need to reside in the US? I was thinking of moving overseas after I retired. What kind US residency do I need? Will I lose my US residency if I move overseas? Even if I come back every 3-4 months to the US and then back overseas?

I assume you want to get her a C R 1 visa. After you marry you can file the 130 petition no matter where you are located. If you become a legal resident of the P I & are there for 6 months you could file using DCF method which allows you to file in the PI directly thru the consulate.

You need to maintain a US address to conform to the domicile rules so you do not lose your legal resident status. You can travel as you wish.
