Waiting for packet 3 HCMC

Hello!

I'm hopping to get some information regarding packet 3 for HCMC.

I suspect the Consulate got my application on 5/5/11 (tracked through DHL). As I understand it, they will send my fiancee packet 3.

My question is: Does she have to wait for packet 3 or can she just send the forms in without officially receiving packet 3? Has anyone done this before?

DS-2001 and DS 230 part 1.

Any information would be helpful!

she has to wait until they send it else they will ignore it... Call dos and when they say that pkt 3 has been sent.. then you can fax, email/mail or hand deliver it.. I tried what you are thinking and they did not accept it...
