I-864 has been generated as well as the IV fee bill (on Sep. 04) at the NVC and the operator said that it will be sent sometime this week. Do I have to wait until it's sent from the NVC to send the one that I already prepared?

Once generated, not when they are sent. Wasting time......chop, chop :P

You can mail NVC the I-864 packet, since they generated it already. There is no shortcut for creating the IV Bill. So you just have to wait and get the IV Fee Bill and then mail it accordingly. NVC will process your IV bill and then it will generate the DS 230 packet. When NVC will generate the DS 230 packet, then you can send NVC the self generated DS 230 packet.

I-130 Timeline with USCIS:

It took 92 days for I-130 to get approved from the filing date

NVC Process of I-130:

It took 78 days to complete the NVC process

Interview Process at The U.S. Embassy

Interview took 223 days from the I-130 filing date. Immigrant Visa was issued right after the interview
