What is this form for? Why wouldn't they just continue sending info to the address they already have on file? What is the point of nominating an agent other than yourself or spouse? Is this meant to be an address outside of the US for the consulate to send info to?

Your spouse isn't an agent till you fill it out. The USCIS process basically is all with you being the application and them the beneficiary. Now the roles are reversed and the Immigrant is the primary applicant with you being a nobody. This form allows you to pay the bill!

Just do it! Red tape wins.

OK, but why would the intending immigrant need to appoint someone to receive his mail? Do most people check the second box on this list and just send mail to themselves. I'm assuming this form is to be filled out by the intending immigrant.

It is sent by the intending immigrant (the non-US spouse) as others have posted. Generally most appoint the US spouse as their agent as it is often easier and quicker to receive mail in the US than another country. With NVC emailing now it is not as much of an issue as previously.
