Hello my step mother filled out the i-130 and all of the required documents she has been living in ontario for close to 8 years now and she emailed the consulate toronto and they told her they do not process I-130 on step children? is this true and if so where can she file this?

How old are you? If you are an adult, you are not in an "immediate visa" category (if you are unmarried and over 21, you will have to wait 7 years for a visa), and thus DCF is not an option afaik.

When did your step mom and bio dad marry? To establish a step-parent relationship for the purposes of US immigration, they'd need to have been married before your 18th birthday.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

Just throwing this out, because I really don't know but at least it will "bump" your topic up, but maybe it isn't that you don't qualify and just that Toronto doesn't do this. Maybe it's Montreal?? Hopefully someone who knows for sure will help you out.
