Help me understand E.P. and online forms

Timeline

Ok, I've completed my DS-261 online paid my AOS and IV bills online. (Actually, the IV is still showing In Process but I checked my bank and the payment cleared this morning but the DS-260 is still grayed out).

So, the next step (?) is to do the DS-260 online (when it's eventually available) and then SNAIL MAIL the I-864EZ and pertinent documents i.e. marriage certificate, beneficiary's birth certicates, police certificate, passport photos, etc. to the NVC.

Just to be clear, I don't have the option to scan and send the documents, right?

I have to go the snail mail route since we will be using the Lima, Peru consulate.

Yes, you're right, you do NOT have the option to do EP as listed here at the table at the bottom: http://travel.state.gov/visa/immigrants/info/info_5165.html So you have to snail mail your packages.

Make sure the I-864 package is separated in some way from the DS-260 documents as they are two different packages.
