I-751 with adopted children

I (USC) adopted my stepchildren in November 2010 (final judgment of adoption).

We applied for passports for them. After submitting more evidence the passport for my son was issued 01/2011. My daughters is still missing.

We filed I-751 including the kids but with the information that they were adopted and issued a US passport.

We got the package back, stating that we have to include the biometric fee for the kids.

Should I just resend the application with the additional biometric fees? I thought the kids don't need anything because they have passports and are considered US citizens.

Anybody has some information?

No, if kids are now USC, no biometric fee is required - just send copies of their passports. I'd also attach a statement to that effect - sometimes people who open the packages don't quite connect the dots and send your packet back for no real reason.
