visa denied for husband

Hi i am asking this for my friend .

her husband visa got denied from embassy of Ethiopia and then she send further evidence and it got denied again .

any one has any experience about that what she has to do .

she just found out that he applied for visa lottery with her ex wife before and during that process she left him .

Lawyer is saying instead of re appealing apply allover again and make two trips back home , apply for tax id number and joint acct .

and this marriage is true , she fell in love with him and just did very small wedding in home with only close family members .

Thanks , lack of evidence and also he married before with the person who won a visa lottery and failed to get visa . but on the letter its says not enough evidenece . and she sopke with lawyer and she said instead of appealing try to apply again . i never heard of applying again with good evidence this time .
