I-130 Relative Voluntary return

I just became a citizen and I want to fill a petition I-130 so I can bring my dad to the US, the only problem is that he was here in 2001 with a Visa and he stayed longer than he should have. On 2007 he came to the country but he was returned back to his country at the airport I think he signed a voluntary return instead of deportation (due him being longer than permitted back in '01). I want to fill the petition but I don't know if this will cause any problems or if it's going to be rejected. Can someone advise me in the matter? I will appreciate it.

Q. How long did he stay in 2001?

Q. Did he leave on his own or was he removed?

Q. What was the final departure date in 2001?

If he had a 10 year bar in 2001 it might be close to being up, but you need to find out exact circumstances of his removal in 2007, and it might make sense to contact an attorney.

I think he stayed longer than 1 year. He was able to return without any problems back then, he only had issues when he tried to come back to visit me.
