My fiancee wants to obtain her court documentation tomorrow, which will be day 129 for us. Is this a good idea, or should we wait to receive Packet 3?

I don't see any limitations of validity for the police records here, however the consulate may be suspicious. I would recommend you at least wait until your NOA2.

Your fiancee may just want to contact the Court to see how long it would take to get the record.

1 week shy of our five month date and my fiancee's mother went down to the police station today with power of attorney and placed the request. They told her to expect the document in 3-4 weeks. She lives in Russia.

Hi! I would suggest to wait until you get your NOA2. That police certificate is gonna be valid for 3 months only and it needs to be of a recent date when you actually bring it to the interview. No need to get in it much advance cause there is no problem of getting it anytime, she just needs to go there and apply and she can get it either on the next day (it's more expensive) or in 10 days.
