Moving to NVC forum, not a K-3 topic.

To reach the National Visa Center (Immigrant visa inquiries, including assistance regarding the new DS-260 Online Immigrant Visa Application) call: 603-334-0700 or e-mail: NVCINQUIRY@state.gov.

Also if dealing with China, there is an improved Electronic process for IR-Visas through Guangzhou.

ah - your friend will do full bore NVC processing for the parents, IR-5 designation.

The process is almost identical to IR-1 - see

DS-230 - http://travel.state.gov/visa/immigrants/info/info_3190.html

I-864 - http://travel.state.gov/visa/immigrants/info/info_3730.html

General NVC stuff - http://travel.state.gov/visa/immigrants/info/info_1335.html

then for 'process' see http://www.visajourney.com/forums/topic/221785-ds-3032-slowdown/page__view__findpost__p__3560467

then if yer friend wants to OPT IN FOR NVC ELECTRONIC PROCESSING - see

NVC EP - http://www.visajourney.com/wiki/index.php/NVC_Electronic_Processing

DJ Walker - http://www.visajourney.com/forums/topic/251451-uscis-nvc/

NVC can be quite involved - suggest you email the links to yer friend (see the email icon below).
