...that or the workers want to make up for any leave they had to take from the snow. Not many workers enjoy using leave so early in the year.

That is not correct. If the workers couldn't get to work because of the snow then they would be granted administrative leave and they would not have to use their personal leave. I work for the IRS and here in Dallas the IRS offices have been closed three days this week because of the ice and snow. Most employees have been granted administrative leave for those three days. The only employees that weren't granted administrative leave are those who are authorized to tele-work. Those employees were expected to work at home on those days.

Actually it is correct, maybe not in YOUR branch of government but it is in mine. If OPM (Office of Personnel Management, http://www.opm.gov/status/) in Washington D.C. says you are OPEN or DELAYED by 2 hours but the side roads around your house are unplowed and you can not get to work...guess what, you either work from home if you can or take leave.

If the government says you are CLOSED then no leave is used, however, if the office is not closed and you still can not make it in, you either as I said, work from home or have to take leave. Unless your boss is kind enough to let you make up the hours later in the week/month and not take said leave.

By the way we both work for the same branch of government, the Executive Branch. If what you said is true about OPM then you work for a crappy agency. The IRS has always allowed its employees, at least here in the Dallas-Ft. Worth area, to take administrative leave if they can't make it to work because of dangerous weather conditions.
