One thing to justify that magical age of 18, at least in the State of Wisconsin, the parents are no longer liable for the misbehavior of their children once they hit that magical age of 18. So perhaps that is true of the USCIS, I was in no position to apply for citizenship for my stepdaughter and neither was her mother, matter of fact, we no longer had access to her medical records either. So it was up to her to apply, could have done that last year, but she didn't after being a LPR for five years, but now she wants to study abroad and needs that US passport. She had to fill out the form, with some help from stepdad, needed the fee, with a lot of help from stepdad, but has to study that civics test on her own. She is an adult now, and what she does with her life is now her business.

Strange for parents, one day they have a kid, next day, an adult.
