We applied for my green card in June and it was approved by September. I was then told after my interview on Sept. 7, 2010 that i would receive my Permanent Resident card within 2-3 weeks. After waiting an additional couple weeks thinking that it was just late, so i called the USCIS office. They then said i'd have to wait because i had called within their 60 day time period to process and send the card. After another month of waiting, now it being December. 19, I had gotten a email stating i need to fill out I-90 form, because it had been lost in the mail and hadnt been sent back to their office to be returned to myself.

Has anyone else came across this problem and if so did you pay the $365.00 fee for the I-90 form for change of address? Or if you did not pay the free and everything turned out.

The I-90 is not a change of address form. It's an application for a replacement green card.

If your address has not changed, and your green card was mailed to the address you provided to USCIS but was lost in the mail, then you check box "b" in section B of the I-90 form. No fee is required.

If, on the other hand, you have moved, and USCIS sent your green card to your previous address, then you must check box "a" in section B, and you must pay the fee.
