The basic rule of thumb on a B2 visa is spend as much time out of the USA as you spend in it in a year.. Example.. I visited for 3 months, I should stay out for 3 months.

Too many visits backwards and forewards could bring up red flags.

He has been in the us for 6 months, and just went back. so if he comes back after 3 weeks is he gonna have problems?

Yes - one needs to be out the same or longer time than what he spent in the US. Otherwise, they'll think he is living in the US and that's not what the tourist visa is for.
