This was probably coincidental, but it never hurts to try. I signed, scanned, and emailed a Privacy Release Form, NOA1 letter, and official letter to my US Senator stating to look into my application. I made sure to find out which staff member to email at the local office in your State. Don't contact anyone in Washington D.C. The local state offices handle these requests. I sent it all in an email 5 days ago and got a NOA2 touch email today.

Thanks Markieboy!

Here's the sample letter that I used:

I received a letter from one of my senators 5 days later...

And a letter from the other senator the following day...

In my case, I received the NOA2 several hours after contacting my state representatives. I am sure it was a coincidence. Nonetheless, I am happy that the liaisons did, in fact, contact USCIS. My case received several touches days after my NOA2 was issued.

I hope you have the same experience with your congressman and/or senators. Good luck as keep us updated!

How can i find the consent of release form? Can it be any? My husband's senate doesn't have it on his website.

Call your Senator's office and ask a staffer, or ask for the Immigration Liaison.
