I have read that some embassies/consulates require a copy of a tax return with the I-134 and others do not. I will be filing the I-134 at the consulate in Auckland, New Zealand.

Apparently the consulate here does not have an email address where I can ask them directly.

The petitioner earns over the required amount of 125% of the poverty line. He can provide pay slips and maybe also a letter from his employer.

However he has only had his current job for a couple of months and the amount of income on his last tax return would be significantly lower than 125% of the poverty line.

Seeing the amount is quite low on the tax return, should I include it with the I-134 or not?

He doesn't have any amount of funds in the bank worth documenting.

Do you think the payslips and possibly letter from employer would be sufficient?

I emailed the Auckland consulate and they replied that a pay slip is sufficient without a copy of the tax return. However, I should also include evidence of my own funds, if any, and a copy of my resume.

This information is only applicable to the consulate in Auckland, New Zealand. You should email the consulate that your fiancee will be going through as each consulate has their own requirements. For example, I know the embassy in London usually requires a copy of the tax return.
