I am a former K-1 Visa holder. I got my conditional permanent residence card couple of months ago. I am a Russian citizen, and I have a Russian travel passport. The problem is that I don't want to travel abroad (not to Russia, but to other countries) with my Russian passport, especially as I changed my last name and in my Russian passport I have my maiden name. Someone told me I can still get a refugee travel document although I am not a refugee. Does somebody know if it is possible to get a refugee travel passport in such a situation?

I'm not familiar with this, but it would seem odd if you were eligible for a refugee travel document, not being a refuge.

From USCIS http://uscis.gov/graphics/howdoi/travdoc.htm:

What is a Travel Document and Who Needs One?

If you are not a U.S. citizen, you may need permission to return to the United States after traveling abroad. This permission is granted through a travel document. Travel documents are also given to people who want to travel, but cannot get a passport from their country of nationality.

Refugee Travel Document

A refugee travel document allows people who are or once were refugees or asylees to return to the U.S. after travel abroad. The refugee or asylee should apply for this benefit before leaving the U.S. In some cases, immigration officials may issue travel documents to refugees or asylees who are physically outside of the U.S. See 8CFR 223.2(B)(ii)

Can I ask why you are reluctant to use the Russian passport for travel? I'm asking since I have a Russian foreign passport too. Thanks.

09-02-2005 Applications for AOS, EAD, and AP received by MSC

10-21-2005 AOS fingerprint notice for 12-08-2005

11-07-2005 AP approved

12-05-2005 Infopass appt at San Jose office for interim EAD -- Refused, because it is already approved by MSC on 11-07-2005

12-07-2005 Attempt at interim EAD at San Francisco office -- no go. Back to San Jose, where CSO (chief station officer) tells they will contact MSC via email to request permission to issue interim EAD

12-08-2005 Biometrics for AOS and EAD. Having no EAD appt letter was no problem (used EAD NOA)

12-15-2005 EAD arrived in the mail

12-24-2005 Received interview letter; interview scheduled 03-01-2006

01-28-2006 Received replacement SSN card in married name (5 wks since application)

03-01-2006 AOS interview -- approved; received stamp in the passport

03-13-2006 Green card arrived in the mail

In order to get a refugee travel doucment, you have to be a refugee. Sorry, but you are not eligible for one and must travel on your Russian Passport until you become a US Citizen.
