You mean the guidance counseling requirement...you may want to complete that through St. Mary's (SMEF-COW) in Katipunan, Quezon City instead. There is a CFO satellite office behind their building. Your fiancee can get the blue certificate of completion at SMEF-COW then walk behind the building to get her CFO sticker and green certificate...all in the same day. She'd just have to go there early, like 8:00 a.m. No appointment needed.

They're friendly and not as hung up as the CFO peeps at the head office. A quick call to SMEF-COW should clear up your concern very quickly; have your fiancee call them first thing Monday. I checked both CFO and SMEF-COW websites and I couldn't find anything on single applicants.

If I were to take a stab at it, she would need to show a copy of her CENOMAR and you would have to show proof that you are free to marry...no idea if an affidavit will cut it. I know you need a certificate of legal capacity to marry from the US Embassy IF you were marrying your fiancee in the Philippines.

Hmmm...I don't understand. Why don't you simply use the Certificate of Legal Capacity to Marry? If you married a Kano in Pinas, he already would have that document. Am I missing something here? The only thing I can think of is that you are planning to complete the CFO seminar before you are married.

i have a quick question can we use the affidavit in lieu of a certificate of legal capacity to marry for CFO ceminar?

The beneficiary filipino will require the CENOMAR from NSO. The CLCCM would only be reuired to get a marriage license in the Philippines. Maybe I am as confused as the rest. If you want a quick reply, ask a concise question... :bonk:

They're applying for K1. What does she need to show CFO/SMEF-COW/PRISM to prove her USC husband-to-be is single, never married? She would have to show a CENOMAR...what about the guy?

Hmmm...I don't understand. Why don't you simply use the Certificate of Legal Capacity to Marry? If you married a Kano in Pinas, he already would have that document. Am I missing something here? Thanks for deciphering the OP's question. I think I understand it now.

Chinook and I are K-1erz too. When Chinook attended the CFO seminar, she was not asked to submit any documents to prove that I was single. I wonder what affidavit the OP is thinking about.

If a USC marries a Filipina in the Phils...The USC has to first get to the US Embassy in Manila to get a statement of his legal capacity to marry. Read the US Embassy Manila's web site. The requirements are clearly there and easy to understand.

The clean answer it is not a (stated) requirement from the CFO for a singleness type document being required for the foreigner. With that being said, it has been reported, that some of the sweet ladies in Cebu CFO office have none the less requested one. If you happen to have a legal capacity to marry from the US Embassy you are basically good to go for that issue, but I would not go out of your way to get one, unless you need it later for something.

My Asawa also did the CFO in Cebu in Dec-09, and was not asked for this document, she was asked if she knew my underwear size. I think some of them (CFO interviewers) go home at night, and dream up new requirements just to see the sad faces they cause to the people they are suppose to be educating. Since the whole idea of this program is to educate their fellow Filipino’s on the possible issues & dangers they may faced immigrating to a foreigner country, one wounders what motavates some of them to pull this ####### on ther own people.
