needs to go to the embassy after NOA2 the paperwork will be sent to the embassy.. So after NOA2 would be your best bet to think about filling it out.

I agree. Wait until you have NOA2 before you fill it out--that way it will be current.

After NOA2 your case goes to NVC, then they ship it to the embassy, and the embassy will sent your SO all the necessary paperwork.

It needs to be sent sometime between NOA2 and the interview. The consulate/embassy ask for it in the packet they send to the foreign fiance after they receive the petition from NVC. That doesn't mean you can't start gathering the supporting documents.

My fiance just received his packet from the embassy and he is under the impression that the Affidavit doesn't have to be sent back to the embassy right away with the other forms. Is this correct? Do they just need it for the interview?

For K1, that is correct, it is to be brought to the interview by the fiance, as it may be asked for by the VO.
