Bringing step kids to US after K1?

Bear with me if this post seems confusing, there is a point. (I'm not asking about Tourist Visa.)

My wife and 2 young step daughters came here on K2 over 2 years ago. They all have their green cards.

My wife also has 2 older children (12,13) who did not want to move to the US. They like living in their country (Costa Rica) and have no desire to move to the states. We go to visit about twice a year, but my wife misses them very much (obviously), and we would like them to spend about a month over Christmas with us this year.

We are applying or tourist visas for them at the end of August. I expect that at the interview, the IO may express some concerns about them possibly coming with intent to overstay and move in with us. My explanation will be that we can easily file a I-130 and have them with us legally within a few months, why would we bother trying to commit visa fraud.

If we wanted them to move to the US with us, what would be the procedure? We file the I-130 (who files it, me or my wife, or both?) and then what? What is the time frame from start to them getting a visa? what type of visa would it be?

I'm only asking about the I-130 for my own info, we're not actually considering it until a few years down the road when they are ready to go to college.

Timeline

You will file an I-130 for both of them as their step father because you're the US citizen. Now, if your wife is a US citizen by the time they're ready to make the move to the US, then she can file for them. It's too bad they don't want to make the move now because they're in a really great age where they can easily learn a second language and adapt 100% to this culture and thus blending in easier and faster at a college level.

U.S. Citizenship

03/30/11 - N-400 sent via Priority Mail w/ delivery confirmation

05/12/11 - Biometrics

07/20/11 - Interview - passed

07/20/11 - Oath ceremony - same day as interview
