Parental consent document

My fiance's son, who I included on the original I-129F application, will either join my fiance when she enters with her K-1 visa or he may follow my fiance a few months later. Will he need a parental consent document from his biological father? If so, does it need to be notorized? Any suggestions on what his father's letter should state if it is needed?

I'm not really sure what is needed in Mexico but in Colombia the DAS (Administrative Department of Security) will not let anyone under the age of 18 leave the country without both parents present or a notarized letter from the absent parent allowing him/her to leave the country. It has to be recent (no more than 30 days old) and like I said, signed and notarized. The US embassy does not require it but it has asked for it from time to time.
