US Tourist Visa Mulitple entry

Hello everyone!

I have a friend who is a permanent resident of Canada, a Philippine passport(expired) holder with a US tourist Visa mulitiple entry.

My question is, can she go through the US border with an expired Philippine Passport? Or will they just look for the US Visa and Canada Permanent Resident card?

No - she will have to use your PI passport/visa to enter the US.

Per DHS:

Canadian permanent residents. Under U.S. regulations, Canadian permanent residents are identified by their citizenship (i.e., the nationality of the passport that they carry), not by the fact that they may be permanently residing in another country such as Canada.

Per CBP:

Permanent residents (aka landed immigrants) of Canada must have a nonimmigrant visa unless the permanent resident is a national of a country that participates in the Visa Waiver Program (VWP), meets the VWP requirements, and is seeking to enter the U.S. for 90 days or less under that program.

Since it is expired (your PI passport) - you will need to get it renewed if you wish to visit the US.

My Advice is usually based on "Worst Case Scenario" and what is written in the rules/laws/instructions. That is the way I roll... -Protect your Status - file before your I-94 expires.
