Timeline barely moving?

It seems like for the past month the timeline has barely moved for the K3 and I130. Or rather, it moved forward into March, then jumped back to the beginning of February, and now it's at Feb. 22nd.

Does anyone know how the timeline is actually calculated? Like if someone from January got approved now, I don't think the timeline would jump back to January, would it? It would be nice to know how reliable it is.

It says Mar 16 now and depends on those VJ members that update the data in the system.. it can fluctat from one minute to the next based on 1 persons entry... You should get it any time now
