the petitioner fills out the I-864, regardless of income.

if a co-sponser / joint-sponser is required, then that person fills out an I-864 as well.

You should study the instructions on the I-864, I-864EZ and I-864a, to get an idea to 'which one is appropriate' for both you, and yer co-sponser.

Good Luck !

Sometimes my language usage seems confusing - please feel free to 'read it twice', just in case !

No matter what you have to fill one out, If your income is "0" you put "0" and than get a co-sponsor. If there in the same household as you than it's i-864A other wise i-864
