You apply for a police clearance certificate from the Hong Kong Police department. Details is on Pg. 3-4 from this link/PDF. You can apply in person or you can mail in your request. The Hong Kong police department will then forward your certificate to the appropriate embassy/NVC depending on your visa process. The contact info for the Hong Kong Police department is on the PDF also in case you have more question.

i had to do it and u need a letter from embassy stating you need cncc,i went to embassy in manila and gave me a letter,then mailed with all the proper finger prints,etc. you need to go to hong kong cncc web site and they tell you all docs u need and mail 180 hong kong dollars[when i did it] it could be more now,i mailed a money order from an american bank but it was taking too long for cheak to clear so i had a friend in hong kong go to the wanchai polce station cncc office and she paid in hong kong dollar for me and they gave her my money order back,then they sent police clearance to manila 4 days later,but i had to call manila post office to track it and make sure it got to embassy,then embassy didnt have it at my interview and i had to call ms.denise in embassy and she found it in there mail room!!! so make sure they have it before your interview,you can call hong kong police station cncc [officer in charge ms.winnie lee]to also track progress in hong kong,u need to stay on top of it all!!!! mine was 6 weeks in all but american money order held it up good luck

i waited for the nOA2 before i requested the letter from the embassy....the HK police needs the MNL case number and will not process the clearance without it...that is how i understand the letter that HK police sent me - a reply to my inquiry through email

they said it takes 3-4 calendar weeks...i was wondering did it arrived before your fiancee's interview? i ordered mine on july 30 and they receive it today aug 2, 2010 according to fedex tracking service.....
