Can I OPTIN as soon as I get GNZ #, without BARCODE?

Yes, you can opt in the moment you have the GUZ number. You can also write that number on a signed DS3032 and email the scan as an attachment to the OPTIN email.

Things have changed up at NVC these last 3 months, seems to be a nasty lag.

Prior to March 2010, sure - it seemed 'OK' to send in OPT IN as soon as one got the GUZ # from the AVR - but

IT SEEMS that IF you've ALSO gotten the AOS fee bill IN your email -

then it's 'the right time' to send in the OPT IN Email with the DS-3032 attachment. NVC has processed 'those' faster than IF you had just emailed in the OPT IN email right after getting it at the AVR.

I know there is internal processing going on at NVC - it SEEMS that 'they' are ready to 'look for' the OPT IN AFTER the AOS Feel Bill has been received.

re: Barcode - you NEVER have to use the barcode for the DS-3032, when OPTING IN.

So that means I will have to call NVC to register my email by talking to operator, as soon as I-130 is approved in order to receive the AOS fee bill and 3032 attachment via email? because I don't recall I have provided email address any where in I-130 filing.

no - the I-130 filing is totally different, and SEPERATE, than the NVC processing on the casefile.

Different entity, different procedures.

So that means I will have to call NVC to register my email by talking to operator, as soon as I-130 is approved in order to receive the AOS fee bill and 3032 attachment via email?. NO. Not 'as soon as'. Wait 2 to 3 weeks from the official 'approval notice date', which is printed on the NOA-2 document---

The casefile has to travel from the USCIS service center INTO NVC, NVC has to log the casefile, then some other internal prep work is done, prior to NVC being 'ready' to handle your phone call.
