Yes, you can enter the US and petition for the K-1 while you are there. Please make sure you abide by the terms of your admittance and your I-94 and return to your home country on time.

I already have a B1 visa and it only expires in 2011. I want to know if I can enter the States on that visa and then apply for the K1 visa while I am there.

That's what we did - I got my B-1 and came for Christmas 2009 - and we filled all docs together and applied. Now waiting for the decision. And while we are waiting, I was able to come visit again for Easter. No major questions on passport control - all the same about the purpose of visit and the duration of stay. So good luck to you!
