Filing CR-1 while in the US

My fiancé is currently in the States on a tourist visa and we're getting married next weekend. Originally we were going to file for a K3 while she was here and she would then stay until her tourist visa expired and then go home to complete the K3 process. However, I'm now hearing that the K3 visa is basically obsolete and we should file for a CR-1. My question is 1) Is CR-1 a better option for us now than K3 and 2) Can I begin filing for the CR-1 while she remains here on the tourist visa?

1) It is your only option, and a better one because she'll have a greencard right away when she comes back after getting the visa, ie can work, get a DL etc.

2) Yes, no problem, just make sure she doesn't overstay.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
