There's no packet 3 or 4 in Manila. They will just send you a letter as a confirmation that they already received your case. They will give you a link where you can find everything you need to prepare for her interview.

OK, so there is no Packet 3 sent. But there is the equivalent of Packet 3 online. Many Embassies do this now and not mail out Packet 3.

I think the question is who should fill out the forms. The forms are to be filled out by the beneficiary or about the beneficiary. I am the petitioner but I am filling out the forms for my fiancee beneficiary.
