I want to email the DS-3032,do I email it to this address NVCINQUIRY@state.gov?

If your paperwork has been sent to the NVC you need to call them and give them both your email and your SO email address. They will then send you an email asking for the choice of agent email.

Yes, the beneficiary would email it back to that email address.
