American embassies are in foreign countries, not the US.

Its Dublin, Ireland I'd say. Dublin seem to have a quick turnaround for fiance visas , just under 3 months. Im not sure if you can file the petition under Direct Consular Filing though. I think someone like Izzyflan needs to comment on this.

DCF is just for spousal visas, not fiancee ones.

Does he live in the Republic of Ireland or Northern Ireland.

If the Republic, the consulate is in Dublin, Ireland.

If Northern Ireland, the consulate is London, England, UK.
