I met my fiance via my community website, I would say more of religious website, where all males and females are from all over the world of the same religion and sect, and I could choose to send a message to anybody. I never paid a penny for it. The website is www.shiamatch.com. Can anybody help answer my question 19 on I 129f form. Is my match through "international marriage broker" services?

“International marriage broker” is defined as an entity (whether or not U.S.-based) that charges fees for providing matchmaking services or social referrals between U.S. citizens/permanent residents and foreign nationals.

On their (http://www.shiamatch.com/terms.php check paragraph 4.) website it say

"The Service is an internet information service that facilitates contact between members. The Company is under no obligation to broker any other member or members for you."

Does that mean my question 19 is a NO, I did not meet my fiance through the services of an international marriage broker?

Correct. This site, is not a facilitation of meeting members of the opposite sex for marriage which you paid for. So, the answer is no.
