It's incremental income to a given Congrssional district but the stimulus is an overall negative as it drains more productive souces of the capital pool into politically inspired projects i.e. it's a transfer payment with a tiny multiplier effect so far.

That's the problem with American politics: all we're ever looking for is instant gratification. Never mind investments that lay the groundwork for a better tomorrow. Never mind the country losing it's global economic leadership role in sector after sector. Investments into the future cannot be made anymore because it's political suicide to make them. The fact of the matter is that the business community knows that these long term investments need to occur and is quite supportive of them. Take a look at the St. Pete times annual survey 2010 results:

If you could choose one thing to improve the Tampa Bay area, what would it be? I figured jobs, jobs, jobs would be the No. 1 answer, but it is not: 27 percent chose "improving transportation and mass transit" — presumably fueled by all the talk about light-rail plans here and publicity over a high-speed rail line from Tampa to Orlando. In second place, 15 percent say "create jobs, lower unemployment" and at No. 3, 12 percent say "improve education."

What recent news concerns you as you consider business prospects in 2010? This year, just 26 percent cited the "slow economy" as a concern. Last year, 57 percent did. This year, only 23 percent cited the "housing market" as a concern. Last year it was 50 percent. There are similar survey trends on "stock market volatility" and "downsizing." These matters had business execs near panic last year. Things have dialed down a lot in a year's time.

Seems to me that the Recovery Act is right on target with the business community. And it's that community that matters in all of this as these are the parties that need to have an environment in which they can prosper in order for private sector jobs to be created.

There's some truth that the public is has been cheap on transportation infrastructure which a bad thing in the long run. The problem the general public and business communities are woefully uninformed on the government stimulus package that devoted just 14% to transportation and zero input from the Obama Administration to correct that misconception.
