Hello to all,

Here is the situation, my fiancee is from HAITI but resides in the Dominican Republic. He has been living there for 4 years now. (Yes, he is legal there). He went to Haiti last week to get his passport, medical exam, and to go pay the fees. Yesterday, he was supposed to go pick up his medical results and go to Haiti Messager to submit the papers, test results,etc.. but due to the terrible catastrophe that happened in our country, everything is now put to a screeching halt! Now, my question is, can he get the visa from Dominican Republic? He is after all a resident there.

I want to wish you my sincerest sympathy for what happened to Port Au Prince and Haiti. Logic would seem to dictate that since the Haitiian infrastruture is basically destoyed it will be sometime before matters like VISA processing resumes. Have patience and good luck to you and all people there.

Your fiance can interview at the DR embassy since he is legally residing there. Since all the paperwork is now at haitian embassy, it might be more of a pain than it is worth getting it all sent over though. I think it would be best to call either embassy and see what they think is best.

I wish I had really helpful advice regarding your case, but I do want to express my sympathies.

Our naturalization timeline
1/12/2015 - Application sent to Phoenix service center by USPS priority mail

1/14/2015 - Package received in Phoenix

1/16/2015 - NOA date (hard copy received 1/22)

1/20/2015 - Check cashed

2/09/2015 - Biometrics

2/11/2015 - In line for interview

3/28/2015 - Hard copy interview notice received

4/29/2015 - Interview at Chicago field office - Approved!!!

5/22/2015 - Oath ceremony - Now a US citizen!!!!!!

Yes a legal resident can interview in another country where they reside. You will need to contact NVC to send your petition to the DR consulate. Since it appears his medical results would have been lost, he will probably have to repeat the medical exam.
